Transformación estructural del ecosistema de centros de datos de la India: una intensa confrontación entre energía, recursos hídricos y riesgos geopolíticos
India is entering a new phase of the digital economy driven by AI and cloud computing. In this wave of transformation, data centers are no longer just edge infrastructure but the physical backbone supporting productivity, competitiveness, and service delivery. With the surge in global AI/ML workloads, the installed capacity of data centers in India has increased from about 520MW in 2020 to about 1.5GW in 2025, and is projected to climb to 4.5-6.5GW by 2030. Cumulative investment between 2019 and 2025 has approached $95 billion, indicating the immense capital intensity and growth rate in this sector. This exponential growth imposes unprecedented systemic demands on land, energy, and water resources.
However, this rapid expansion comes at a cost. The increasing reliance of data centers on national energy is evident: in 2024, data centers accounted for about 0.5% of the nation's electricity consumption and consumed about 1500 billion liters of water. Both of these indicators are expected to double by 2030. Therefore, decisions regarding site selection, energy procurement, and cooling technology will determine the long-term environmental footprint and resilience of India's digital infrastructure. Climate risks, such as extreme heat, flooding, and seismic risks, are becoming key factors influencing data center location.
From a governance structure perspective, India currently lacks a binding national data center policy. State governments have played a leading role in formulating data center policies, similar to the model seen in emerging fields like green hydrogen. The central government has attempted to provide support through infrastructure status grants and long-term tax incentives, but this decentralized governance model still faces challenges in implementation. It is noteworthy that only a few states out of 15 have explicitly embedded sustainability clauses into their data center development policies, indicating a significant gap in policy refinement and implementation depth.
An analysis of key stakeholders reveals the complexity of the ecosystem: data center operators are responsible for maintaining the physical infrastructure, while cloud service providers and hyperscalers drive the demand for AI/ML workloads. In terms of energy, although renewable energy developers point out that achieving up to 80% renewable energy supply through geographically dispersed solar-wind combinations and battery storage is feasible, policy incentives remain the key lever to accelerate the adoption of renewable energy by data centers. Simultaneously, water resource risks are still considered low to medium risk by various parties, but with the surge in water consumption, the need for water resource management will become increasingly prominent.

Los expertos de la industria coinciden en que es necesario establecer un marco integrado de relación entre tierra, agua y energía para guiar las decisiones de ubicación, con el fin de mejorar la resiliencia a largo plazo de los centros de datos. La India se encuentra en un punto de inflexión crucial: cómo combinar esta transformación digital estructural con los objetivos de adaptación climática y sostenibilidad de los recursos es el problema de ingeniería y política central que determinará su competitividad futura. Solo al integrar la sostenibilidad en cada aspecto de la infraestructura en las primeras etapas de la planificación se podrá evitar grandes trampas de infraestructura a nivel mundial y construir un futuro digital que considere tanto los beneficios económicos como las necesidades sociales.
